Consultation on Airport Charges
Effective from 1 April 2012

Wellington Airport commenced consultation with its airline customers in March 2011 on the airport charges to apply from 1 April 2012. The major airlines using Wellington Airport and the Board of Airline Representatives NZ were briefed on the proposed process and timetable for consultation.
Wellington Airport is required under the Airport Authorities Act 1966 to consult with its substantial customers prior to changing prices for certain services. The Airport commenced the process over 12 months prior to the expiry of its prices in order to ensure that the consultation process was thorough and effective.
The consultation was run in an open and transparent manner with information also being made available to interested parties. Consultation documents were made available on Wellington Airport’s website throughout the process to enable those interested to see the details of the Airport’s expected costs, investment programme, forecasts and proposed pricing structures.
The pricing process under the Airport Authorities Act 1966 is separate to the new requirement for Wellington and other major airports to provide financial and other information disclosures under Part 4 of the Commerce Act. However, the comprehensive process undertaken by the Commerce Commission in setting these information disclosures helped inform the pricing consultation process.
It is important to note that the documents published were subject to consultation under the Airport Authorities Act 1966. As a result, changes were made to the published documents and pricing inputs during consultation. The consultation process has now been concluded and Wellington Airport issued the Final Pricing Document (FPD) on 1 March 2012.
